Kevin, That's painful.
It's a lot easier for developers to just talk to the API and say "Hey, we want to SET our criteria to this absolute array of Criteria" and have Google worry about the management of ADD / REMOVE. I can foresee tons of unintended targeting, and perhaps very expensively through unwanted Geo targets. I think this is definitely the wrong direction to take and hope your team will think to reconsider.
