Hi Bogdan, I would look at the clientCustomerId you are setting when making the GetAllAdGroupCriteria.php call. v201109 no longer accepts clientEmail header, so it might be that your calls are happening against the parent MCC (which obviously doesn't have any campaigns, adgroups, etc.).
I would also recommend using the AdWords API sandbox viewer just to double-check that you indeed have the campaigns, ad groups, etc. in place.
