Hi Akil,

I'm not sure why all the other API calls are succeeding, but basically this 
means that the account holding your API MCC hasn't accepted the latest 
AdWords API Terms and Conditions. To fix this, login to your API MCC, 
navigate to Billing->Billing Preferences, and re-enter your billing 
details. The latest API Terms and Conditions will be accepted as part of 
this process.
