I've also seen this issue appear, and it's only a very recent change. We have NEVER specified a list of statuses for downloading AD_PERFORMANCE_REPORT reports, and have always downloaded reporting data for all ads.
This needs to be changed back to the old behaviour, as a matter of priority.
