You can query historical operations count using InfoService like this example 
code<https://code.google.com/p/google-api-adwords-java/source/browse/trunk/examples/v201209/GetOperationCount.java>
.
Please keep in mind, you should target your MCC clientCustomerId in the 
request header when using this example.
