Hi all, In general, the accounts will be marked as test accounts before you receive an email. The quickest way to test is to make a request against the test account. If you use an unapproved developer token and the request succeeds, the account has been made a test account. Approved developer tokens can use to TestAccount field<https://developers.google.com/adwords/api/docs/reference/v201302/ManagedCustomerService.ManagedCustomer#testAccount>to verify.
