Coming across a RateExceededError with a single call to the TrafficEstimatorService after creating a new Adwords Account via the API under the master MCC Account using v201306.
Steps to reproduce: 1) Create a new Adwords account via the API. 2) Configure Developer Token and clientCustomerId in auth.ini for the PHP example code. 3) Execute adwords_api_php_4.5.1/examples/AdWords/v201306/Optimization/EstimateKeywordTraffic.php API returns a rate exceeded error. An error has occurred: [RateExceededError <rateName=RequestsPerMinute, rateKey=new_qps, rateScope=ACCOUNT, retryAfterSeconds=30>] I have noticed that if I try using the same account the next day, it works, however for accounts just created the TrafficEstimatorService will fail. This causes issues with us generating estimates for new clients we onboard. Waiting 30 seconds makes no difference. The problem still exists hours later.
