Hmm...

You should be getting a ClientTermsError. Well you could try 
CustomerService.Get() but I doubt that that will work now...
Maybe the functionality has changed, eg. you can now set up a complete 
account without having to worry about billing and agreeing with T&C - which 
is something that someone must do in the AdWords web interface.

Let us know if you find something.
