According to this Help Center article

If you see the error message, "This phone number has already created the 
> maximum number of accounts," you'll have to use a different number. In an 
> effort to protect our users from abuse, we limit the number of accounts 
> each phone number can create.


Therefore, I don't think you'll be able to use the same phone number for 
more accounts. You can use the Contact Us link in the Help Center 
<https://support.google.com/adwords/?hl=en#topic=3119071> if you have 
further questions about this.
