Hi Che, You are right, you should use the OAuth credentials of your Manager account in this scenario. However, the clientCustomerId <https://github.com/googleads/googleads-dotnet-lib/blob/master/examples/AdWords/CSharp/App.config#L66> in the request header <https://developers.google.com/adwords/api/docs/guides/call-structure#request_headers> should correspond to the client account in which you need the Campaign to be created. You can check the linked sample in reports which sets the clientCustomerId dynamically <https://github.com/googleads/googleads-dotnet-lib/blob/master/examples/AdWords/CSharp/v201710/Reporting/ParallelReportDownload.cs#L207>. Please give this a try and let me know if you are able to create the campaign successfully.
