Greetings, In https://developers.google.com/adwords/api/docs/appendix/reports/criteria-performance-report, it says this report includes statistics aggregated at the ad group criteria level, one row per ad group and criteria combination. I know it is a single attribution report, only one triggering criteria is recorded for one impression, but zero impression can be used together to download full structure.
Does that mean if I have user list 1 attaches campaign 1 and 2.
