Can you please share the client customer ID you are using to make the call and the request and response logs for both calls via Reply privately to author so I can further investigate the issue? For AdWords, you can find information on enabling logging in the ReadMe of your client library. For Ads, you can find it in the dropdown menu of your client library on the left-hand side of the page here.
Google Ads API allows you to list accessible customers and also get the account hierarchy. Please note that these will return different accounts. The get account hierarchy call should match the AdWords API but the list accessible customers call shouldn't.
