I am afraid that implementation of Google Ads API / AdWords API to Webhook is out of our scope already so I wouldn't be able provide support to your concern. You will need to implement it on your end. As for getting notifications when something changes in campaigns or ads metrics, this is not possible with the said APIs. You can only retrieve historical data of the campaign, ads and any entities of your Google Ads account using the Google Ads API report (reporting in AdWords API).
