Can you please provide the complete detailed logs of the API requests and responses of the failed campaign creation? You can enable logging by following the instructions for the client library you are using (e.g. this guide for Java). It may also be helpful to have a look at this help center page on Google Ads account limits, which notes that Google Ads accounts have a 20,000 item limit on the number of targeting items (e.g. keyword) per ad group.
