Thank you for raising this concern to the Google Ads API team. However, I had 
to delete your initial post as it contained your logs. That said, I am 
reposting below your concern without the attached logs :

"we have a peculiar problem with the API.

We are using an API token we got via an agency (9837879498) to manage an 
account (**********) for one of their clients (**********). We using the same 
token for all clients of that agency. Other accounts from other clients of 
theirs work fine.

But for all accounts of one specific client (**********) we can only execute 
read operations. When we try to write something, we get

Details: The caller does not have permission Failure: 
{"errors":[{"errorCode":{"authorizationError":"ACTION_NOT_PERMITTED"}, 
"message":"The user does not have permission to perform this action on the 
resource or call a method."}], "requestId":"xxxxxxxxxxxxxx"}

When managing accounts of that specific customer via the Ads UI the managers of 
the agency can change everything, it is not read only. They also tell us that 
the customer in question gave the agency complete access (read and write) to 
his accounts.

@Google Ads API support team Can you find out using the provided info what 
could be wrong with the target account?

Could you clarify what is the access level of the login user account in the 
Google Ads account that is used in generating Oauth2 credentials ? I asked this 
because based on the error message, it appears that the login user account 
doesn't have enough access level to manage campaign budgets. You need to have 
either a standard or administrative access level to make changes to the 
advertiser's account."

Could you also try if you are able to add or edit a campaign? For us to see if 
you have complete editing access.
