Hello,

- the access is limited not only to budgets but also to e.g. adgroups, we 
tried.

- the end target account in question was actually created by one of the 
agency MCC users using Administrative access.
- the other accounts of that customer (that we also can only read but 
cannot write to in the same way) have been created by the accounts owner 
himself and then he gave Administrator access to the agency MCC
