By the way Chuck, Mikrotik makes an outdoor, PoE powered media converter.  Not sure if you've seen it:

I have not used it.  I believe it's unmanaged.  It's certainly cheap enough.

Sometimes I've had an ethernet connection be "up" but not pass any traffic.  I feel better if there's something I can ping at layer3 on the other end.

If I'm being fair, I'd say that condition isn't super common, and when it happens you can fix it by resetting either end.  As long as the customer is trained to reboot the media converter maybe it's ok.

    without having anyone physically there.  For $60-100 you can have
    a router or a managed switch.

    I also suppose if they're unmanaged they can't be hacked and don't
