Maybe it needs a sign like "NOT A TV ANTENNA".

Like the people who paint COW on the side of their cow during hunting season.

Or the crews that spray paint "FIBER" in big letters on the side of reels of fiber along the ROW, I assume to dissuade copper thieves.

they went back up and moved it closer to where it was before. But it
took me pointedly asking the question 'why did it move on a sunny
day' for them to fess up to them messing with it.

I really want to charge them a 'stupid/lying tax'  but that seems
like it would sour the relationship.
