You need Google Earth Pro for that feature (Pro is now free). You can import 
all types of GIS file formats and apply styles and groupings based on various 
data fields (csv and spreadsheet formats too so long as there are lat and long 
fields). Just go to file and open and change the file type.  Keep in mind 
however, very large data sets with complex geometry as part of the file will 
cripple your Google Earth in performance.

There is a way to use a spreadsheet to set all the characteristics of all the 
icons.  I can’t remember if it was something I downloaded.  But you could 
change the type, size and color of the icons based on values in the 
spreadsheet.  I think it is an import in GE.

Create a folder for each region. 

Put all your pins for that region in the folder.

Right click on the folder and select properties.

Select Style, Color tab.

Under Icon select the the Color you want and it will change all pins to that 
color.
