The amount of hoarders probably depends on where you are in the hysteria curve.
If messaging applicable to a local area indicates that people should stay home for a while, the stores are going to be very busy until everyone stocks up, then empty, and somewhat back to normal. I'm sure population plays into this. In my local area, we didn't ever run into anything other than toilet paper/hand sanitizer/etc and certain other shelf-stable items being out of stock. And on the shelf-stable items, it often was that one store would be out, but the next would have at least a bit left.
