you saw what happened with the "united states" on ventilators, every state
demanded the feds give them every ventilator whether they need them or not.
The feds need to stay completely out of the testing game. its literally the
governor of each states responsibility to make sure he has people in place
to make sure systems operate and communicate up the chain
