As far as I know, we have to replace a whole panel of concrete if we do anything with it. One single core drill for a pothole means that whole section gets replaced.

In Reno it's remove and replace the affected structure within the public
right-of-way. Working in the public ROW doesn't grant some kind of go
wild exception. I'd like to think of myself as a reasonable person, but
if the city says you have to replace my concrete to work in the ROW I'm
gonna insist on new since concrete work isn't cheap. I got lucky with a
sewer line fix that went under the neighbor's gravel driveway, otherwise
I would have owed them a new driveway (bounded by the existing expansion
joints).

Couple years ago TMWA had a leak that required lots of digging in my
yard. They have their own landscaping crew that comes in behind the work
crews and puts everything back the way it was before.
