I really don’t get why DIDs are called out. You can send SMS from any computer to any phone. Does DID not mean “Direct Inward Dial” in this context?

Anyone already gone through this? Talking to VI, it seems they're not even sure, but it's a VI requirement by Dec 15. The whole process seems confusing.
