They want to verify that the number sending is part of the paid campaign.
In reality, this is just another way for the carriers to get money from
people under the guise that it is reducing spam. I would bet that a lot of
the "Free" solutions you mention are going to go away once this is fully
adopted by the sms gateway providers. Outside of the fines, they will start
to restrict or even block numbers that are not registered.
