47 U.S. Code 644 (d)Technical assistance to small service providers 
The Commission shall establish a process through which a provider that has 
fewer than 100,000 active broadband internet access service connections may 
request and receive assistance from the Commission with respect to geographic 
information system data processing to ensure that the provider is able to 
comply with the requirements under section 642(b) of this title in a timely and 
accurate manner.


So, where is this technical assistance?

Starting to look into what I have to do.
Just read the certification requirements.  This is the language of the 
alternate, non PE, non degreed engineer certifier:
(ii) specialized training relevant to broadband network engineering and design, 
deployment, and/or performance, and at least ten years of relevant experience 
in broadband network engineering, design, and/or performance.

I am guessing everyone on this list fits this set of qualifications.
