The USF did do a lot of good. But its time has passed. Most ILECs took ACAM money to build out fiber everywhere. That program is coming to the end of its first phase. Supposedly all those ACAM companies will now be on their own, to compete in a straight up business model. But the prognosis is they will cry hard enough to get another tranche of welfare.
I think USF could end tomorrow and nobody other than execs at the ILECS would even notice. I know, I was one for many years and I specialized in milking the USF.
