I had to log in to their site to check what we’ve done in the past, since it seems you don’t upload a filing that we’d have a copy of. It’s more of an online form you submit.
In our case, it looks like we filed in February 2022 for the year ending December 2021 and stated we had no “covered equipment”. If I read the instructions correctly, once you’ve done that, you don’t need to file annually unless you actually acquire some “covered equipment”. If you’ve got a bunch of Huawei and ZTE equipment (or a few others), things are different.
