2kw and cheap are not compatible. If you can survive with a few hundred watts, go to circuitspecialists.com and look for dc electronic loads. I have two of these at packetflux we use for similar purposes.
There are also quite a few build it yourself projects. These require lots of heatsinking and cooling and I haven't found any which seem as stable as the commercial ones. If you are set on 2kw, I'll try to find one which may work.
