We tried a link like that with Locos and had to backtrack and change them to
NS5M’s. The NS5M had a -4 setting if I remember and that worked.

At 150 feet I wouldn't doubt 0 or -30 dBm works just fine.

I was just about the suggest that.... remove the reflectors...

I would do it on both units and then ... turn up power as needed.

We just took the reflector off one side, so far it looks better

Use the 5.4 band. Lower the power as much as possible. Aim at each other or
180* away, bouncing off the ground isn't going to help your case. I'd also
suggest Locos.

not an option to use a loco, theyre on site.
With power turned clear down, theyre at -39.
Every time we pass traffic, it drops modulation on the recieving side

We have a short, like 150 foot link NBM525 on both sides, no shields, we have
peaked them to -30 we have turned power down, turned power up and pointed to
the ground on bothe sides to get to -55. on 20 or 40.
mhz channels, airmox off performs slightly better, but we can get more than
12-20 mb across this. Any tips?
