Their customers seem to put up with it because they just get discount after discount to keep them from canceling, to the point where they're getting like $10/mo internet but are unhappy with the quality. But not so unhappy that they'll switch and have to pay more. Unfortunately it also creates an impression that WISPs are super cheap but you have to put up with poor quality.
