if you increase antennae gain… then the output power would have to be lowered 
to stay in the EIRP limits…
Maybe that statement isn’t 100% correct?

I would think if you increase the dbi of the antennae, it would lower the EIRP?

Do you have the antenna size set right? You should be able to get to 49 or 50 
with it set to 30dbi. if it's set to 23dbi (the minimum/default, I think) it 
will limit you to 44... but that isn't going to change the actual output, since 
21dbm conducted TX power is as high as they'll go in UNII-1.

Expect better than this... Distance is a bit further, but this is a 2' Rocket 
dish at one end and a 25dbi Force110 dish at the other. You're going to be 
limited to 49db EIRP at 5225.
