I saw some 3.65 license transfers in the FCC Public Notice today.  It can be 
done.  Whether you need a telecom attorney to do it or not, I’m unsure about.  
I did find a 3.65 license for another operator to purchase recently.  He does 
not get any grandfathering with it, but at least he has one now.

They are not issuing any new NN licenses, but there should be a way to transfer 
the existing one, if you are buying the company.  Probably just a name change 
on the license, same as any Part 101 licenses they might have.
