Sounds like a sidelobe. Normally I would say a licensed dish would have deeper sidelobes than 24 dB, but 3ft in 11GHz is only Category B, so that’s probably plausible.

Either someone is being anal about getting the last half dB, or they're on a sidelobe, or have the polarization wrong, or you don't have LOS. If they are tens of dB off, probably sidelobe.
