Big cost difference between cat6 UTP which can be $125/box (305 meters/1000 ft) and cat6a which is $350/box and the jacks/patch panels are 3x to 4x as expensive. Doing cat6a "sort of" guarantees it'll work at 10GBaseT, but from an ISP perspective 10GBaseT is a silly idea.
Bulk 9/125 two strand G.657.A1 fiber can be $0.12/meter (305 meters/1000 ft = $36). Not in such small quantities but if you're buying 4000-5000 ft, sure.
