It does work in Gnome. I was pressing CTRL+ALT not CTRL+SHIFT. (facepalm)

That doesn't generally work on Linux, not sure about MAC but I doubt it.

Supposedly, if you are using Gnome you can do it by holding down both the Ctrl 
and Shift keys and typing u followed by the hexadecimal value of the character.
I can't get it to work so maybe no longer supported in Gnome?
