I would go attempt to hang it back on the meter.  Perhaps make a new wire for 
it if it is the wire snap in type.

I bought this house something like 6 years ago, since the day I moved in the 
tamper tag has been laying on top of the meter. I don't think my meter has ever 
been read. Ill probably get in trouble when they show up for the tamper tag
