"Modernization" of languages seems to me, as a non-linguist, to include two complementary dynamics: one is how people use the language, sometimes spontaneously developing ways of saying things; and the other being language "engineering" by experts who propose terms for more esoteric and technical concepts that aren't encountered in daily use of the language. It would be interesting to hear what Prof. Owolabi has to say on this and related aspects of language develooment. All the best.
