Of course it will not suddenly appear but until a few month ago
obtaining such computational resources for your personal project or the
project of a small team was impossible without spending thousands of USD
and without a massive overhead. If this trend continues one soon can
obtain a massive amount of processing power from his/her couch on demand
and if it is just for a few hours to test an idea. I was just trying to
point out that baselining/deploying hundreds or thousands of virtual
servers with a few mouse clicks has become very feasible even for the
little budgets of many researchers and that it might be the
computational platform that will allow a person with the right idea to
actually create AGI.
