There seem to be some very different issues mixed in here:
1.  An anyone-readable language akin to COBOL could still demand the same
precise construction of any other procedural language like C++.
2.  An anyone-editable language could be a mix of a precisely constructed
core and anyone-editable add-ons like subroutines. I have built tiny COBOL
interpreters for several projects, to allow customization of a generic
product.
3.  An anyone-writable language would have to be VERY resistant to
programming errors that would crash any system now known, or have a
precisely constructed core that is kept out of reach.
4.  An anyone-speakable language would add another layer of interpretation
errors, and would interfere with precise construction even by those with
such skills.

I'm not sure where your plan fits into this landscape - or if you see a
different landscape. Can you relate our two visions together?
