10/1   BobTHJ deregisters.

       Murphy protoes Fifth Third Agoran Bank, a replacement for the
         Agoran Credit Union.

10/2   Proposal 5245 (to repeal Precedence between Rules with Unequal
         Power) is distributed.

       Adopted proposals:
         5230 (reintroduce "players must follow the rules", albeit at
                lower power)
         5234 (Contests open to all)
         5235 (No enshrinement of the courts)
         5239 (Official frequencies)
       Rejected proposals include:
         5233 (Refactor regulation)
         5236 (Ministers Without Portfolio)
         5238 (More types of judges)

       Levi proposes "Agora taking action" (players MAY act on behalf
         of Agora with Agoran Consent).

10/3   The AFO (controlled by Murphy) proposes:
         * "More types of judges" split into three parts
         * "Class expansion" (partnerships are second- through
             fourth-class depending on whether their partners are
             players, non-players, or both)
         * "Let the AFO judge" (partnerships with non-player partners
             can judge judicial cases)

       Taral proposes "Sleeping on the job" (the Clerk of the Courts
         SHALL make a player supine after recusing em with cause).

       comex protoes "Let the AFO vote" (partnerships get one vote per
         non-player partner on democratic proposals).

10/4   Murphy protoes "Aliens" (title for non-players in contracts).

         contests" (VCs for contestmasters), "Use it or lose it" (VCs
         decay monthly), "Minister Without Portfolio", and
         "Deregistering the absent".
10/8   CFJs 1750-51 are judged in favor of players remaining partners
         after deregistration.

10/16  Zefram initiates CFJs 1765-66 to determine whether "SHALL
         by announcement" implies "CAN by announcement".

       Murphy re-protoes "Generalize security".

       CFJs 1765-66 are judged in favor of "SHALL by announcement"
         implying "CAN by announcement" (including after the deadline,
         as the implication persists as long as the obligation does).

       root proposes "Falling Down" (standing players can change eir
         posture).

10/21  pikhq protoes "Corrections on Agoran Actions" (actions can be
         retracted and re-performed with corrections).

       pikhq initiates CFJ 1767 to determine whether agreeing to a
         panel action must itself be public; it is judged FALSE.

       Murphy protoes "More pragmatic ID numbers" (ineffective
         assignments can be re-done later).

10/22  Peekee publishes:

         1+1 = 3

         Based on the above: I am the winner there are no rules.

       Peekee protoes "Fastest Judge In Agora" (Patent Title for the
         fastest time from initiation to assignment to judgement, not
         counting cases where two or more of these actors overlap).

       comex protoes repealing the ID Numbers rule.

       Murphy protoes basing rule precedence on creation date instead
         of ID number.

       comex proposes "2158 changes" (make case suspension a switch),
         "Stare Decisis", and two proposals to down-power some Power=3
         rules.

       comex initiates CFJ 1768 to determine whether prohibiting
         knights from lying violates eir right of participation in
         the fora.  This is judged FALSE on the grounds that the
         right is limited to participation for their intended purposes.

       comex initiates CFJ 1769 to determine whether equity cases can
         target the rules.

10/23  Primo Corporation votes non-unanimously to disband.

       Distributed proposals include:
         5261 (Falling Down)
         5263 (2158 changes.)
         5264 (Stare Decisis)
         5265-56 (comex's down-power proposals)

10/26  Murphy and Goethe register.

       Adopted proposals include:
         5255 (Encourage contests) - delayed to 10/27 due to a mis-count
         5256 (Use it or lose it)
         5257 (Ministers Without Portfolio)

       pikhq proposes "Lazy" (Patent Title for officers failing to
         report for two or more months; prompted by the Herald,
         though it was pointed out that e had only been installed
         about two weeks ago).

10/27  Proposal 5269 (Lazy) is distributed.

       Murphy protoes "Voting debits and refraction" (VC loss can send
         you into debt; being in debt for over a month is illegal,
         being chokeyed for it clears your debt; spread VC recordkeeping
         over multiple offices related to the sources of those VCs), and
         proposes:
           * revised "Implicit Switches" (with the AI=3 portion as a
               separate proposal)
           * Exit clauses
           * Aliens
           * Generalize security

       Cubing requests to be listed as a watcher.

10/28  CFJ 1769 is judged UNDETERMINED due to lack of explicitly
         labeled evidence.  comex initiates CFJ 1772 to compensate; it
         is judged FALSE on the grounds that simply describing the rules
         as a contract at Power=1 is insufficient to overrule various
         other clauses that don't work like contracts.

       comex (with the cooperation of Levi, Murphy, and Cubing) creates
         ten partnerships and contests to give the AFO a win by points.

       Zefram proposes "truthfulness" (repeal Knaves; extend prohibition
         on lying to persons, not just players, and base it on belief
         that one is telling the truth).  comex makes a similar proposal
         (also removing the "overall truth" clause).

       comex mentions the impossibility of assigning a judge to "an
         equity case if there was a contest that everyone was part of",
         foreshadowing the creation of the Agoran Agricultural
         Association three months later (a contest that has routinely
         had all non-supine players as parties, eventually leading to
         an amendment to re-qualify parties other than the initiator
         when needed).

       comex attempts to inflate Blue VCs by initiating 10,000 CFJs on
         the same statement ("This is Sparta").  pikhq separately
         proposes "Judicial abuse" (excess frivolous CFJs are a rule
         violation and you can't initiate more for a week), removing
         the current set, and granting Scamster to comex.  root
         proposes reinstating the old Excess CFJ mechanism (CFJs past
         five per week per initiator can be refused by the CotC).

       Murphy protoes reinstating a rule describing the ruleset as a
         contract.  Zefram lists several specific concerns.

10/29  Murphy protoes "More prerogatives" (Wielder of Extra Votes,
         Diplomatic Immunity [against sentences of APOLOGY]).

       BobTHJ claims to cause Fookiemyartug (a contract of undisclosed
         nature) to register.

       Levi proposes "Active MWPs" (only active Ministers Without
         Portfolio get Prerogatives), then protoes removing the title
         from deregistered or inactive holders.

10/30  Distributed proposals include:

10/31  Proposal 5260 (Trust-busting, again) is (redundantly) adopted.

         5265-56 (comex's down-power proposals)

       comex announces eir intent to deputise for the Clerk of the
         Courts to rotate the bench and assign the Sparta CFJs to
         emself, then initiates CFJ 1776 on whether the first is
         possible (rotating is not itself a duty, merely a prerequisite
         for the duty of assigning judges).

       Murphy initiates CFJs 1774-75 to determine whether the Sparta
         CFJs were ineffective, or were only a single CFJ.
