See CFJ 2389, which informally disputes this statement on the grounds
that the body alone does not clearly constitute an attempt to act.  I
argue further that, even so, a subject line clearly intended to direct
the interpretation of the body should be allowed to do so.


CFJ:  If a Power=1 rule was created with text "Upon the creation of this
rule, the text of Proposal 6116 is changed to read 'CREAMPUFF'.", then
it would succeed in changing the text of Proposal 6116.

Caller's arguments:

See CFJ 2376, which is probably trivially TRUE because a sufficiently
high-Power rule could unambiguously override past practice.  Proposal
6116 is currently being voted on, and has AI = 2.
