AGAINST; looks rather tricky to track, and will encourage people to
transfer props with all sorts of frivolous reasons. If nothing else,
this is really unfair to inactive players, who will be drained to 0
props merely due to not paying attention to the mailing lists. In
general, a "you-must-do-this-every-week" grind in Agora is a bad idea.

AGAINST; proposals in a large distribution is one of Agora's biggest
strengths, and I much prefer Wooble's solution above. I rarely vote as
it is; if proposals weren't bundled into distributions, I doubt I'd vote
at all except as part of a scam.
