Historical note on 6893:  In the original system, Rule 786/14 moved
someone into the position of pope, then Rule 402/12 (of which the
current Rule 2316 is an out-of-context Fearmongor copy) moved em out
of that position and into the position of Speaker.  The position of
"pope" was previously called "Speaker-Elect"; it was renamed because,
while its purpose (designating the player next in line for the
Speakership) remained the same, the method of filling it was changed
(from standard election procedure to a conclave procedure vaguely
paralleling its Catholic namesake).
