Again, no self-ratification, as omd's CoE "quorum was 5" is still
outstanding.
CoE, accepted: Quorum on each of these was 6. (Active players were
the same as for 7426-34.)
omd's CoE "quorum was 5" and G.'s CoE regarding missed votes are
rejected as inaccurate.
I resolve these decisions as follows:
* Quorum was 6
* scshunt's votes were inactive
* Proposals were rejected due to insufficient support, (4/12 = 0.3+
vs 2) and (8/4 = 2 vs 3) respectively
* Other details were as noted above and below
