AGAINST; I still think this is way too risky. I realize that this is
an unpopular opinion, but I've always been of the view that the author
should have no greater influence than anyone else once the proposal
has been distributed (like in parliamentary procedure).
Wait, on review, are we sure "permitted" doesn't forbid the speaker
from objecting to anything the rule doesn't forbid? I know I
interpreted "permit" not to mean that in a CFJ once, but it wasn't a
very popular opinion.
