Proposal: Generalized card auctions

If Proposal 8446 (Victory Auctions) was not adopted, the rest of this
proposal has no effect.
Change the title of the rule "Victory Auctions" created by Proposal
8446 to "Card Auctions", and replace the list of lots with:
* One new Victory Card.
* For each other type of card not currently owned by the Lost and
Found Department, one new instance of that type (one lot per type).
* For each type of card or product currently owned by the Lost and
Found Department, all such instances of that type that it currently
owns (one lot per type).
[Pending fees are fine and all, but only three new Legislative Cards
per month seems a bit low. This would at least raise that to four.]
