From my reading, "Mother, May I?" will allow such 17-digit
monstrosities, - "the full implications [...] should be understood and
carefully weighed" - this doesn't require any such consideration, merely
encourages it - and point (b) would force the successor to follow it.

Yes on the first, no on the second ("orderly" and "chaotic" are
natural-language antonyms; see Rule 754, section 4).
