[Revisiting an old concept]

Create a rule titled "Depth" with this text:

      Each proposal in the Proposal Pool has a Depth, a non-negative
      integer, initially equal to its interest index.

      At the beginning of each week, the Depth of each proposal in
      the Proposal Pool is decreased by 1 (to a minimum of zero).

Amend Rule 1607 (The Promotor) by replacing this text:

      The Promotor MAY distribute a proposal in the Proposal Pool at
      any time.  During each week, the Promotor SHALL distribute each
      proposal that has been in the Proposal Pool since the beginning
      of that week.

with this text:

      The Promotor CAN distribute a proposal with Depth 0 at any
      time.  During each week, the Promotor SHALL distribute each
      proposal that had Depth 0 at the beginning of that week (after
      the weekly Depth decrease).

and by replacing this text:

      The Promotor's report includes a list of all proposals in the
      Proposal Pool.

with this text:

      The Promotor's report includes a list of all proposals in the
      Proposal Pool and their Depths.

Amend Rule 2126 (Voting Credits) by inserting this text into the list
of ways to spend VCs, immediately before z):

      f) A player may spend N VCs to increase the depth of another
         player's proposal by N (to a minimum of zero), where N >= 1.

      g) A player may spend N+1 VCs to decrease the depth of one of
         eir own proposals by N, where N >= 1.

      h) A player may spend N VCs to increase the depth of another
         player's proposal by N (to a maximum of its interest index),
         where N >= 1.

and by replacing section (-R) in the list of ways to gain and lose VCs
with this text:

      (-R) When an interested proposal's voting index is less than 0.5,
           its proposer loses one Red VC, unless e lost a VC in this
           way earlier in the same week.

[Charge for distributing interested proposals quickly.  Like VLOP,
log-rolling is encouraged via discount.  Also reduce Red VC penalties,
which IMO are still a bit too high.  No point sinking a proposal lower
than its interest index, as the author could just remove and re-submit.]
