Well I did late month for the court case... I remember a period of play
(back in the hazy 2002-2004 period) where the speaker had this power and
used it lots (part of bringing back speaker power?)

There have been some cases where rubberstamping was used shortly after I
joined, but it was more to simply get around the possibility that the
15-odd inactive players would bump quorum and make votes impossible.
