This could just be "who has never been a person", but again, the
purpose of this was to be able to deregister second-class persons
which had ceased to become persons by ceasing to satisfy the
eligibility requirements.  This could still be useful today if R2328
were ever used: an agreement formerly satisfying the criteria could be
amended to no longer indicate that it was intended to be a person,
among other possibilities.
